The Title VI/Class Size Reduction Unit, School Improvement and Professional Development Section, of the Arkansas Department of Education has set October 1, of the year in which the funds are allotted, as the date to determine if districts are supplemental in their use of Class Size Reduction federal funds.
Title VI and Class Size Reduction allotments are based on enrollment and poverty data. Enrollment allotments for both programs are based on the Arkansas Public School Computer Network (APSCN) October 1 Enrollment Report, and the Title VI Poverty (High Cost) allotment is based on Child Nutrition's October 1 Eligibility Report of Free and Reduced price meals.
Class Size Reduction (CSR) funds* must be supplemental and cannot supplant state and local funds. The Title VI/Class Size Reduction Unit will use the Department of Education's State Accreditation Report, which is based on October 1 data, to determine if CSR funds are supplemental to the district. CSR funds cannot be used to meet state standards for class size or professional development.
