This memorandum constitutes official notice of the 2002 total allotment available for use in the 2001-2002 school year under provisions of Title I of the Elementary and Secondary Education Act of 1965, as amended. With the 100% hold harmless provision in the FY 2001 Appropriations Act (Public Law 106-554), no school district’s Title I funds fell below the funds allotted to them during the 2000-2001 school year. The Appropriations Act further provides that a school district receiving a Concentration Grant in 2000-2001 is entitled to a Concentration Grant for 2001-2002 even if it does not meet the statutory eligibility thresholds. Several school districts in Arkansas did not qualify for Concentration Grants and received the hold harmless amount.
No individual Notice of Funds Allotment will be provided. All allocations are listed on the attachment to this Director’s Communication. Please locate your school district. The column headed “Total Title I 2001-2002 Allocation” lists the funds available for your district. Please keep a copy of this Director’s Communication and the attachment on file for the auditor to review.
Your Title I allocation for 2001-2002 could be reduced if your district has Title I low-income eligibles enrolled in a charter school which is an LEA when the official count is taken on October 1.
The local institution and state agency Part D Allotments are on Page 7 of the Official Notice of Funds Allotment. The school district and name of the institution are listed in the second column. The next section lists the Department of Corrections and Alexander Youth Services Center allotments.
The Neglected Institution Allotments notice on Page 8 indicates which school districts receive a portion of their allotment for a local institution for neglected children. These funds are to be used to provide Title I services to children residing in these institutions. Please keep a record of services provided and funds expended. This list indicates which institution is located in the school district, the number of neglected eligibles, and the amount of money these eligibles generated. The funds generated by the neglected eligibles have already been included in the total Title I allotment for the district.
