This memorandum is intended to provide local school districts (LEAs) and education services cooperatives (ESCs) with information pertaining to the Arkansas Medicaid participation requirements for LEAs and ESCs to provide School-Based Mental Health Services. The following requirements set forth in Section 202.000, Page II-1, of the Arkansas Medicaid Manual for School-Based Mental Health Services apply.
A. Arkansas Medicaid will enroll as providers only LEAs and ESCs that are located within the State of Arkansas.
B. The Arkansas Department of Education (ADE) will ensure that an LEA or ESC interested in becoming a Medicaid provider of school-based mental health services meets Medicaid provider requirements. Notification of approval by the ADE must be presented to the Arkansas Division of Medical Services at the time application for enrollment is made. Subsequent decisions by ADE must be provided when issued.
C. A provider application and a Medicaid contract with the Arkansas Medicaid Program must be completed and submitted. NOTE: This can only occur following receipt of written approval/certification by the ADE of the initial program provider application attached to this memorandum.
D. The Medicaid application and the contract must be approved by the Arkansas Medicaid Program.
The first step to becoming an approved provider of Medicaid School-Based Mental Health Services is the completion and submission of the attached application. Once you receive written approval of your application from the ADE, you may proceed to apply to the Medicaid Office for provider status.
The ADE Special Education Office will conduct a compressed videoconference on Wednesday, March 13, 2002, from 1:00 - 3:00 P.M. to provide guidance in the application process for becoming a provider of School-Based Mental Health Services. Broadcast sites include all Education Services Cooperatives, the studio at the ADE main education building and the ADE Maumelle Distant Learning Center. No registration is required.
