The purpose of this memorandum is to transmit the Arkansas Department of Education rules and regulations governing the provision of Early Childhood Special Education. These amended rules and regulations are enacted pursuant to the State Board of Education's authority under Arkansas Code Annotated 6-41-207. The State Board of Education adopted these amended regulations at its April 8, 2002, meeting, and the Legislative Council Rules and Regulations Review Committee reviewed them on May 2, 2002, with no objections. The text of these Early Childhood Special Education rules and regulations was amended in §§ 30.02.1.9; 30.02.3.1B; and 30.05. Please distribute these revised rules and regulations to all of the appropriate school and education service cooperative personnel.
