The purpose of this memorandum is to provide information as to what constitutes a school to be in school improvement.

After a careful and thoughtful review of the Arkansas Comprehensive Testing, Assessment, and Accountability Program (ACTAAP) adopted by the State Board of Education and information provided by the US Department of Education (USDOE), the following timeline has been established:

IT SHOULD BE UNDERSTOOD THAT IN ORDER TO MEET ALL REQUIREMENTS OF NO CHILD LEFT BEHIND THE DEFINITION AND TIMELINE WILL BE MODIFIED AS REQUIRED BY THE RULES AND REGULATIONS DEVELOPED BY THE USDOE.

DEFINITION:
· School improvement is the result of a school's failure to make adequate yearly progress (AYP) for two (2) consecutive years.

· AYP is determined by reducing the percentage of students below "proficient" by 10% each year.

TIMELINE:
PRIMARY AND MIDDLE LEVEL BENCHMARK EXAMS:

Beginning with the 2000-01 school year, a school is designated to be on the school improvement alert list if
· 75% or more of the students perform below proficient on either the literacy (reading and writing) or the mathematics section for the designated grade or grades represented by the school.

Timeline:
2000-01 A school with 75% or more of students scoring below proficient is placed on the school improvement alert list
2001-02 Fail to make AYP
2002-03 Fail to make AYP
2003-04 First year of school improvement, school must meet AYP and offer choice
2004-05 Second year of school improvement, school must meet AYP, offer choice and provide supplemental services
2005-06 Third year of school improvement, school must meet AYP, offer choice, provide supplemental services and moves to corrective action status

TIMELINE:
INTERMEDIATE LEVEL BENCHMARK, GRADE 11 LITERACY EXAM, END-OF-COURSE ALGEBRA 1 EXAM, AND END-OF-COURSE GEOMETRY EXAM:

Beginning with the 2001-02 school year, a school is designated to be on the school improvement alert list if
· 75% or more of the students perform below proficient on either the Intermediate literacy (reading and writing) or mathematics exam, the Grade 11 Literacy Exam, End-Of-Course Algebra 1 Exam, or End-Of-Course Geometry Exam for the designated exam(s) represented in the school.

Timeline:
2001-02 A school with 75% of students scoring below proficient on either the Intermediate literacy (reading and writing) or mathematics exam, the Grade 11 Literacy Exam, End-Of-Course Algebra I Exam, or End-Of-Course Geometry Exam for the designated exam(s) represented in the school will be designated to be on the school improvement alert list.
2002-03 First year school must meet AYP requirements
2003-04 Second year school must meet AYP requirements
2004-05 First year of school improvement, school must meet AYP and offer choice
2005-06 Second year of school improvement, school must meet AYP, offer choice and provide supplemental services
2006-07 Third year of school improvement, school must meet AYP, offer choice, provide supplemental services and enter corrective action status
