The districts on the attached list have been selected to provide Special Education Program Effectiveness Evaluation data for 2001-02. Attached are the data report forms for submitting this information. One-third of the districts in the state have been selected to provide Program Effectiveness Evaluation data related to Individualized Education Programs (IEPs) and one other area as defined below for 2001-02. This selection was based on Average Daily Membership (ADM) and geographic location of the districts. These data are due at the Arkansas Department of Education (ADE) on or before October 31, 2002. NOTE: IF A DISTRICT’S NAME IS NOT INCLUDED ON THE ATTACHED LIST, THE DISTRICT IS NOT REQUIRED TO SUBMIT THIS DATA.
There are four (4) essential areas of evaluation for program effectiveness: 1) Individualized Education Program, 2) Staff Development, 3) Assessment, and 4) Instruction and Related Services. Districts must evaluate IEP effectiveness annually and may choose any one of the three remaining areas each year until all have been assessed. The implementation of annual program evaluation is a requirement under federal regulations.
Attached with this memo are the data report forms for all four (4) areas for submitting the data. These are provided not only for reporting purposes, but also to enable the districts to select a model which will yield the data to be collected. The districts will only report IEP data and data from one other area. They will not report on all four (4) areas.
