The Arkansas Department of Education (ADE) is required to report the level of English proficiency attained by all Limited English Proficient (LEP) students enrolled in Arkansas public schools, as determined by the use of the Language Assessment Scales (LAS), to the United States Department of Education. This data is required under Title III of the No Child Left Behind (NCLB) Act.

FAILURE TO REPORT LAS DATA ON LEP STUDENTS WILL AFFECT THE DISTRICT’S ELIGIBILITY TO RECEIVE FEDERAL FUNDING.

This year’s survey report will be filled out and submitted electronically over the WEB. The WEB address to submit the report is http://ar.esl.msedd.com/esl/ar/areslweb.dll/entryform.

Please follow these instructions to access the report forms:

1) Start the web browser
2) Type in the address: Press the Enter key on keyboard.
3) Provide a user name and password. The user name is the first four digits of the school LEA number.The password is the first word of the school district name, all lower case. Enter the user name and password and press Enter.
4) The next page should display a drop down list of all the school districts. Find the School District and press the Select button. Then go to the LAS Report Form.
5) Fill out the form according to the directions found on the Instructions Page.
Language Assessment Scales (LAS) scores for all LEP students enrolled during the 2002-2003 school year should be reported for each grade level (not by individual student).

INSTRUCTIONS FOR REPORTING LAS SCORES

Limited English Proficient (LEP) students enrolled in a district during the 2002-2003 school year were assessed for a level of English proficiency with the Language Assessment Scales (LAS). LEP students were assessed in two areas: reading/writing and oral (English language) proficiency. The combination of these two scores (the reading/writing score and the oral score), expressed as a fraction (e.g. a reading/writing score of 2 and an oral score of 4 would be entered as 2/4), was then used to determine the appropriate LEP proficiency category.

The categories range from LEPa through LEPe. The last category is FEP (fully English proficient). Use the LAS table as a guide to assist in entering the NUMBER OF LEP STUDENTS SCORED IN EACH CATEGORY (LEPa-LEPe, or FEP) FOR EACH GRADE LEVEL. DO NOT REPORT STUDENTS’ NAMES – ONLY THE TOTAL NUMBER OF LEP STUDENTS SCORING IN EACH OF THE LAS CATEGORIES (LEPa-LEPe, AND FEP) for EACH GRADE IN WHICH THERE WERE LEP STUDENTS ENROLLED.

A district that does not currently enroll Limited English Proficient (LEP) students, please check the box at the top of the form and submit. Do not fill out the rest of the form.

THE COMPLETED LANGUAGE ASSESSMENT SCALES (LAS) REPORT IS DUE BY JULY 21, 2003.
