For school districts not wishing to participate in one or more of the No Child Left Behind programs of Title I, Title II-A, Title II-D, Title III, Title IV-A, Title V, and/or Title VI, the statement in the attachment should be prepared on the school district’s letterhead.
Based on the latest information from the U. S. Department of Education, it is not possible to transfer 50% of a Title’s funds and release the remaining funds for reallocation. If funds are transferred, a program to use the funds remaining in the original program must be written and implemented.
A separate Declaration of Non-Participation should be prepared for each Title in which funds will be released for reallocation.
