This memo is a reminder of Additional Licensure Plan (ALP) requirements outlined in “Permanent Amendments to Rules and Regulations Governing the Adding of an Additional Licensure or Endorsement and Probationary Route to Certification” (attachment to ACC-02-029, 9/6/2001). These rules are also listed on the Arkansas Department of Education (ADE) website under “Rules and Regulations.” Section 4.03 indicates: “Teachers working in an out-of-field teaching assignment shall file a completed ALP with their school district and with the Office of Professional Licensure within thirty (30) days of beginning the out-of-field assignment.”

Forms for additional areas of licensure are available on the ADE website. Select “Teacher Licensure” then choose “Adding Additional Areas of Licensure” to locate ALP forms.

Section 24.01 of proposed “Rules Governing Standards for Accreditation of Arkansas Public Schools” includes the following reference to the ALP:

A school or school district will be placed in cited status for licensure deficiencies for the second and third year of an individual’s ALP. This status will continue for the length of time prescribed by the individual’s approved ALP, not to exceed two (2) years. Any school employing a teacher not completing the ALP process after the two (2) year cited process will receive probationary accredited status.

During the accreditation process, the Standards Assurance Unit will require supporting evidence (copies of ALPs for all individuals in their first year of teaching out of subject area or grade level) to determine accreditation status as outlined in Section 24.01 of proposed “Rules Governing Standards.”
