Act 78 of the Second Extraordinary Session of the 84th General Assembly transferred the Department of Education Public School Self Insurance Programs for buildings and contents as well as vehicles to the Arkansas Insurance Department, Risk Management Division.

The Risk Management Division currently provides insurance consulting and loss control services for virtually all of state government operations. The work conducted for state government is very similar to the work provided to public schools, charter schools, and educational cooperatives by the public school insurance programs. Also, the Risk Management office provides oversight and staffing for the Arkansas Fidelity Bond Board that provides bond coverage to all school districts.

The intent of moving the school insurance programs to the Insurance Department is to provide more professional services, improved loss control services, and to offer a good product at an actuarially sound rate to districts choosing to participate.
