The first calculation of state aid for 2004-05 has been completed. Due to changes made in school funding laws during the 2003 legislative sessions, the format of the state aid notice has been revised. The state aid notice will be attached to a hard copy of this memo and mailed July 15, 2004.

For each funding category, the following information is provided on the state aid notice: the amount of state aid; the applicable statutory act; indication of the existence of an ADE Rule; indication of the existence of expenditure restrictions; the Revenue Code; and the Source of Funds (SOF) Code. The data supporting the calculations are shown in the DATA section of the state aid notice. Current year data will be added later. NSLA funding is calculated using 2003-04 data, and will be updated with 2004-05 data when available. ELL funding will be calculated using 2004-05 data. Student Growth funding will be calculated using 2004-05 first quarter ADM data, and then updated with the 2004-05 two quarter average ADM data. For consolidated or annexed districts that have more than one isolated school area, funding information has been listed separately (items 16, 17, and 34). Act 69 of the Second Extraordinary Session of 2003 governs the calculation of General Facilities Funding, Debt Service Funding Supplement, and Supplemental Millage Incentive Funding. These calculations will be sent via a separate Director’s Memo.
