The Fiscal Year 2004-05 (FY05) Special Education Consolidated Application will be available on-line beginning September 9, 2004. School districts (including open-enrollment charter schools), co-ops, and state operated programs will access all necessary Consolidated Application data and forms through a password-secure portal on the Arkansas Department of Education (ADE), Special Education website, http://arksped.k12.ar.us.
Financial information needed for school age and preschool special education budget preparation will have been uploaded to the special education website from APSCN immediately following the close of Cycle 1. Beginning September 9, 2004, and continuing through the October 1, 2004, submission deadline, district, co-op, and state users will access and review FY05 special education budgets on-line.
To the extent necessary, districts, co-ops, and state programs may modify the respective FY05 special education budget between September 9, 2004 and October 1, 2004. No on-line changes will be allowed to special education FY04 actual revenues and expenditures; these amounts are shown for review only. The budget preparation web link will be de-activated on October 4, 2004.
Budget forms requiring original signatures will be available on the Special Education website (http://arksped.k12.ar.us) on September 7, 2004. These forms are to be printed locally, signed, and submitted via hardcopy to:

Other materials necessary for completing the Consolidated Application will be available on the Special Education website on September 7, 2004, and can be viewed on-line and/or printed locally.
All district, co-op, and state users of the on-line Consolidated Application must register and submit a new password for FY05. Refer to the attachment for a listing of the districts, co-ops, and state programs that have not submitted a new FY05 website registration. Registration information is available on the Special Education website home page at http://arksped.k12.ar.us.
