The second calculation of state aid for 2004-2005 has been completed. Each school district’s state aid notice is attached to a hard copy of this memo and will be mailed March 4, 2005. State aid notices can be seen after February 28, 2005, on the Arkansas Department of Education (ADE)web page, http://arkedu.state.ar.us/. Click on Publications, then Reports. Scroll down until you see State Aid Notice 2004-05 (Report dated February 28, 2005). For a copy of an individual notice, select Edit, then Find. Type the name of the selected school district in the search box, and click Search. Select File, Print, then Current Page to print a copy of the selected individual state aid notice.
For each funding category, the following information is provided on the state aid notice: the amount of state aid; the applicable statutory act; indication of the existence of an ADE Rule; indication of the existence of expenditure restrictions; the Revenue Code; and the Source of Funds (SOF) Code. The DATA section of the state aid notice shows the data supporting these calculations. Current year data has been added. National School Lunch Act funding is calculated using 2004-05 data. English Language Learners funding is calculated using 2004-05 data. Student Growth funding is calculated using the 2004-05 first quarter Average Daily Membership (ADM). Student Growth Funding will be recalculated in June using the ADM from the first two quarters averaged. For consolidated or annexed districts that have more than one isolated school area, funding information has been listed separately (items 15, 16, and 33). Act 69 of the Second Extraordinary Session of 2003 governs the calculation of General Facilities Funding, Debt Service Funding Supplement and Supplemental Millage Incentive Funding. These calculations were provided via Director’s Memo Number FIN-05-006 posted to the ADE website on August 5, 2004. Lines 17-21 and 34-36 of the State Aid Notice are updated with Act 69 information.
