Arkansas Code Annotated §6-16-603 and §6-16-604 (Repl. 1993) mandates that a College Enrichment Program (CPEP) be made available for eleventh and twelfth grade students scoring below 19 on the ACT test. The attached form is to be used by superintendents to indicate their participation in CPEP 2005. School districts may operate independently; establish a consortium with a neighboring district(s); or assign funds to the area education service cooperative or higher education institution. All funds MUST be spent for the operation of CPEP during the summer of 2005 or be returned to the state.
Funds for the 2005 summer remedial program will be distributed to school districts based on a poverty index calculated for the percentage of free/reduced meals. Superintendents will be notified of the funding allocation for the districts in late April or early May. Last year’s amount can be used as an estimate. When making plans for CPEP, districts must remain within the allocated amount. School districts, consortia, area education service cooperatives, or higher education institutions designed as service area sites exceeding the allotment will not be reimbursed. THE ATTACHED INTENT TO PARTICIPATE FORM MUST BE RETURNED NO LATER THAN April 15, 2005.
Confirmation of Participation and the CPEP Statement of Assurance forms are also attached to this Director’s Memo to facilitate the time lines for the program. The forms must be returned no later than April 29, 2005.
