This is a follow-up to Director’s Memo IA-04-075 regarding Medicaid outreach and administrative claiming. At that time, schools were advised that the school nurse Medicaid Outreach Service begun in the 2000-2001 school year had been discontinued due to new rules published by the Centers for Medicare & Medicaid Services (CMS) in May 2003 and that the Arkansas Department of Education (ADE) and the Arkansas Department of Human Services (DHS) were jointly developing a much broader Medicaid administrative claiming program that would comply with the requirements of the CMS Guide.

The ADE and DHS have now received federal approval for a new Medicaid outreach and administrative claiming program in the schools referred to as Arkansas Medicaid Administrative Claiming (ARMAC). ARMAC will allow public education agencies the opportunity to receive reimbursement for the costs associated with certain administrative activities, including nurse Medicaid Outreach, that directly support the Arkansas Medicaid program. In addition, the ARKids First informational program required by Act 882 of the 2005 Regular Session can be accomplished through ARMAC.
