The Arkansas 85th General Assembly created the Arkansas Public School Academic Facilities Program Act (Act 1426 of 2005). A component of that Act is the Academic Facilities Master Plan Program that establishes a process for each school district to develop a ten-year master plan for submission to the Division of Public School Academic Facilities and Transportation (Division).The Division will develop a comprehensive state master plan for managing state financial participation in local academic facilities projects across the state. Other purposes of the Academic Facilities Master Plan Program are to establish a mechanism for state supervision of school district activities impacting academic facilities and equipment and to develop and continually update information critical to identifying academic facility needs at the local level and across the state.
School districts must provide Phase I of the district master plans to the Division by February 1, 2006. Phase I will include immediate needs from July 1, 2006 through June 30, 2009 and a general description of short-term needs (year four to year six) and long-term needs (year seven to year ten). Districts must submit the complete ten-year master plans to the Division by February 1, 2007. The Division will conduct a Master Plan training session at each Education Service Cooperative and in Pulaski County during the month of November 2005. School district superintendents and the district facility managers and design professionals should attend a training session to receive detailed Master Plan submission requirements and instructions.
