The Schools & Libraries Division (SLD) requires each Arkansas school district and open-enrollment charter school to submit a new Letter of Agency to the Arkansas Department of Education (ADE) for E-rate Funding Years 2006, 2007, and 2008. The Letter of Agency is a necessary part of the E-rate process. In order for the Department of Information Services (DIS) to submit proposals requesting E-rate discount funds in support of Internet access, telecommunications services, internal connections and/or internal connections basic maintenance on behalf of the Arkansas Department of Education, school districts and open-enrollment schools of Arkansas, the ADE must have a Letter of Agency on file for each entity listed on the state E-rate application.
The Letter of Agency is a letter in which the school district or open-enrollment school certifies that:
1.The schools within the district are all schools under the statutory definitions of elementary and secondary schools found in the ESEA of 1956.
2.The schools in the district have sufficient access to all resources to make effective use of the services being purchased by the ADE/DIS.
3.The district is covered by an approved technology plan.
4.The services being purchased will be used for educational purposes only.
5.The district is in compliance with state and local procurement laws.
6.The district is in compliance with E-rate program rules.
Attached is the Letter of Agency that each superintendent or superintendent’s designee is required to sign.
