The Arkansas Department of Education (ADE), Special Education Unit, and the Arkansas Department of Health and Human Services, Division of Medical Services (DMS), have jointly developed a new process for Local Education Agency (LEA) quarterly Medicaid match payment documentation and adjustments. The purpose of this memorandum is to inform LEAs of the new process and to direct LEAs to the location of important additional information.
Beginning with the quarter ending September 30, 2006, LEAs will be required to submit a new form to correct any errors listed on the quarterly Medicaid statement. Upon receipt of the form, Medicaid will generate a credit to the LEA account. All such credits accepted by DMS will be seen on the subsequent quarterly statement. The form must also be submitted to the ADE, Special Education Unit, when the LEA’s quarterly match payment is submitted. The ADE, Special Education Unit, will include the adjustment form when providing the LEA local match payment to DMS.
Also, due to a miscalculation of local match owed by participating LEAs over a two-year period beginning in 2003, a one-time local match credit will be applied to the current quarter one match amount, resulting in a lowered amount of match owed for the quarter ending September 30, 2006. LEAs due a one-time match credit from DMS will be informed of the amount through the quarterly Medicaid statement.
