During the teleconference on September 1, 2006, the Department shared an eight (8) page document, which currently appears under the No Child Left Behind link on the Arkansas Department of Education's website entitled '2006-07 Course Code and HQT Reference.' All participants were informed that only teachers of the classes with the course codes on this list had to be distinguished as highly qualified. Due to a few questions posed by various school district personnel these past few weeks, it is necessary to make the following clarfying statements:
1) All six (6) digit course codes from the Department end in a zero allowing districts some flexibility with the last digit for scheduling or other purposes.
2) The Department will be pulling these courses with regard to highly qualified status based on the first five (5) digits only.
3) In other words, if the district changes the sixth digit from a zero that course must still have a highly qualified teacher and it will be pulled as such.
