The Arkansas 85th General Assembly created the Academic Facilities Partnership Program Act (Act 2206 of 2005) to provide state financial participation in the form of cash payments to a school district for eligible new construction projects. The law further states that participation is to be based on a school district’s Academic Facilities Wealth Index. The attached Guidelines and Application Form provide information for school districts to apply for partnership program state financial participation for fiscal year 2006- 2007. State financial participation under the Academic Facilities Partnership Program is not available until July 1, 2006.
In order for a school district to be eligible for funding the following criteria
must be met:
(1) The project must meet the definition of New Construction as defined in paragraph II E on page 4 of the Guidelines,
(2) The project must be a New Construction project which was included on the school districts facilities master plan submission on February 1, 2006,
(3) The partnership application must be completed in accordance with the Guidelines application form,
(4) The partnership application must be post marked or received by the Division no later than 4:30 PM on March 1, 2006 for the FY 2006-2007 application year.
