For Fiscal Year 2007, under the John Warner National Defense Authorization Act, Public Law 109-364, and in the limited circumstances where Junior Reserve Officer Training (JROTC) instructors are primary classroom instructors in English, reading or language arts, mathematics, science, foreign language, social studies, art and music, these JROTC instructors must meet the highly qualified teacher requirements, as the courses are defined as core academic subjects under No Child Left Behind (NCLB). This includes completion of a bachelor's degree, full state licensure, and a demonstration of subject-matter competency in the specific core academic subject(s) in which the instructor teaches. NCLB does NOT require JROTC instructors, who do not teach core academic subjects, to meet the statute's highly qualified teacher requirements.
