Due to the data submission errors or problems in the 2005-2006 data submitted by schools to Arkansas Public School Computer Network (APSCN), the Arkansas Department of Education (ADE) has been granted permission to place in the 2005-2006 Annual School Performance Report the 2006-2007 Highly Qualified Teacher (HQT) data instead of the 2005-2006 data.
The federal statue requires the following:
The statute states that state report cards include:
1111(h)(1)(c)(viii) the professional qualifications of teachers in the State, the percentage of such teachers teaching with emergency or provisional credentials, and the percentage of classes in the State not taught by highly qualified teachers, in the aggregate and disaggregated by high-poverty compared to low-poverty schools which, for the purpose of this clause, means schools in the top quartile of poverty and the bottom quartile of poverty in the State.
The use of the 2006-2007 report should resolve the 2005-2006 HQT corrections for the Annual School Performance Report submitted previously to the Office of Public School Academic Accountability for the purposes of the Annual School Performance Report only.
