Title III of No Child Left Behind (NCLB) requires the annual assessment of English language development of all limited English proficient (LEP) students enrolled in Arkansas schools, grades K-12. A committee of Arkansas educators, using the Request for Proposal (RFP) process, selected the English Language Development Assessment (ELDA) as the annual assessment to determine LEP students’ progress in meeting the standards set forth in the Arkansas English Language Proficiency Curriculum Framework (2006). In accordance with the law, the ELDA was administered in spring 2007 to all English language learners, kindergarten through grade 12.

To assist educators in interpreting ELDA scores from the spring 2007 administration, the Arkansas Department of Education (ADE) will conduct a videoconference on Monday, September 24, 2007, for English as a Second Language (ESL) program coordinators, ESL teachers, and district and school test coordinators. Dr. Mike Bunch of Measurement, Incorporated (MI) will conduct the training from 1:00-3:00 p.m. Test administration personnel and ESL program coordinators should attend.

Registration for this videoconference will be online at http://arkansased.org/reg/civ-esl.htm through Wednesday, September 19, 2007. A list of videoconference sites is attached.
