Act 989 of 2007 amended Ark. Code Ann. §§ 6-20-2507 and 6-21-806 are the laws that determine the responsibilities of the Commission for Public School Academic Facilities and Transportation (PSAFT) and establish the authority to administer the Partnership Program and the Master Plan Program. Act 995 of 2007 amended Ark. Code Ann. § 6-20-2511 is the law that determines the responsibilities of the Commission for Public School Academic Facilities and Transportation and establishes the authority to administer the Academic Facilities High Growth Program. Proposed changes to the rules on the Master Plan and Partnership Programs notably Public School Academic Facilities Manual Chapter 5 (Program of Requirements) and Chapter 7 (Construction Standards) and new rules governing the Facilities High Growth Loan Program and Facilities Appeals procedures have received approval by the Commission for Public School Academic Facilities and Transportation to be placed out for public comment. Accordingly a public hearing will be held on the following proposed rules in the Auditorium of the Arkansas Department of Education, #4 Capitol Mall, Little Rock, AR. at the date and times listed below:

Facility High Growth Rule: 10:00 AM, February 20, 2008
Facility Appeals Procedures Rule: 11:00 AM, February 20, 2008
Facility Master Plan Program Rule: 1:00 PM, February 20, 2008
Facility Partnership Program Rule: 2:00 PM, February 20, 2008

School district superintendents are encouraged to review the rules and provide comments as applicable. Written comments should be mailed to Doug Eaton, Director, Arkansas Division of Public School Academic Facilities and Transportation, 501 Woodlane Street, Suite 600, Little Rock, AR 72201. Comments must be received prior to February 29, 2008.
