Act 723 of 2007 requires the Arkansas Department of Education (ADE) to develop a certification program for Arkansas Public School Computer Network (APSCN) financial and student management users and trainers. The ADE rule to implement this act requires at least one person in each district, open enrollment charter school, and educational cooperative to be certified in one of the financial areas designated in Act 723 and at least one person in each district to be certified in one of the student management areas designated in Act 723. A district with five hundred (500) or fewer students may have only one person certified in both financial and student management applications.
For purposes of meeting the requirements of Act 723 and the associate ADE Rule, different people may be certified for each designated area as long as there is at least one person certified in each area. For example, one person may be certified in Fund Accounting, Systems Administration, Fixed Assets, Budget Preparation, Purchasing, Warehouse, Cognos Reporting and Statewide Information System (SIS). Another person may be certified in Human Resources and Personnel Budgeting. In this example all designated financial areas are covered by two people and the requirement related to APSCN financial certification is met.
Attached to this memo is a document outlining the courses required for certification. A three-year plan is required by September 30 that indicates how the district plans to meet the certification requirements. A form for reporting the three-year certification plan will be posted on the APSCN web site by July 31, 2008, and courses and assessments will be available online by October 1, 2008.
