This document constitutes official notice of the 2010 Title IV, Part A, Safe and Drug Free Schools allotments under the Elementay and Seconday Act of 1965. No individual notice of funds allotment will be provided. Please keep a copy of this communication and the attachment on file for the auditor to review.
The Arkansas Public School Computer Network (APSCN) Source Code for Title IV-A formula grants is 6781 and the Revenue Code is 45971.
Funds will be distributed after funds have been budgeted and the 2009-10 Arkansas Comprehensive School Improvement Plan (ACSIP) approved.
Availability period of Education Funds is 27 months from the time the funds are made available to the state. Funds allotted to the state on July 1, 2009, will be available for expenditure or obligation in an approved ACSIP plan until September 30, 2011. Under Tydings, unobligated funds can be carried over from the first year. An LEA may keep up to 25 percent of its allocation for the following fiscal year. An LEA may retain an amount greater than 25 percent of its fiscal year allocation for use in the following year if it can demonstrate, to the satisfaction by the Federal Programs Liaison, that it has “good cause” for such a carryover [see Section 4114(a)(3) of the SDFSCA]. Justification letters should be submitted to Ms. Otistene Smith, Federal Programs Liaison with the ADE.
