One of the recurring problems with administering federal funds has been that school districts, open enrollment charter schools and education service cooperatives have had to wait, sometimes until mid-year or after, before those funds were distributed by the Arkansas Department of Education (ADE). In an effort to solve this problem, beginning with the 2009-2010 school year the ADE will implement a new schedule for distributing Title I, Title II-A, Title III, Title IV-A, Title V, and Title VI-State funds.
Title I
Payments will be made monthly as explained in Commissioner's Memo FIN-09-090. The Arkansas Public School Computer Network (APSCN) source code for Title I, Part A is 6501 and the revenue code is 45110.
Title II-A
Payments will be made monthly starting September 4, 2009, based on the total allocation available. Payments will be adjusted to reflect the amount budgeted following the 2009-2010 Arkansas Comprehensive School Improvement Plan (ACSIP) budget review. The APSCN source code for Title II-A formula grants is 6756 and the revenue code is 45925.
Title III
Payments will be made as follows: 75% of funds available will be paid September 4, 2009, and the remaining 25% will be paid after the 2009-2010 ACSIP budget review. The APSCN source code for Title III formula grants is 6761 and the revenue code is 45935.
Title IV-A
Payments will be made as follows: 75% of funds available will be paid September 4, 2009, and the remaining 25% will be paid after the 2009-2010 ACSIP budget review. The APSCN source code for Title IV-A formula grants is 6781 and the revenue code is 45971.
Title V
Any allotment balances will be sent to LEAs following the 2009-2010 ACSIP budget review. If funds are not obligated by September 30, 2009, and liquidated by December 31, 2009, the ADE's Federal Grant Management office will request those funds be returned.
Title VI-State
Payments will be made as follows: 75% of funds available will be paid September 4, 2009, and the remaining 25% will be paid after the 2009-2010 ACSIP budget review. The APSCN source code for Title VI-State formula grants is 6784 and the revenue code is 45977.
Any LEAs or Charter schools that choose not to participate must submit the “Notice of Non-Participation” form located in the 2009-2010 ACSIP before October 1, 2009, and will be required to repay those funds. Please make warrants payable to the Arkansas Department of Education and submit to:

If the ACSIP is not submitted by October 1, the ADE may suspend payments until the plan is submitted. There could be other reasons to suspend payments based on the ACSIP review and approval process.
