In an effort to address additional technology planning expectations of the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC) for the E-Rate program, the Arkansas Department of Education (ADE) is providing a new web-based site to all eligible entities for the 2010 addenda. You may access the site at: http://adetechresources.arkansas.gov/addendum to speed the process and reduce errors. Prior to ADE approving the addendum a Statement of Assurance MUST be signed, dated and mailed to: Arkansas Department of Education, 6020 Ranch Drive, Suite C-8, Little Rock, 72223. Upon approval of the addendum, ADE will mail an approved 2010-2011 TPA certificate to the school/district.

The Federal Communications Commission (FCC) stipulates that requests for E-Rate discounts must be based on an approved technology plan (FCC Order 97-157, Paragraph 573). USAC requires that an E-Rate technology plan addendum must be approved prior to the submission of the FCC Form 470. The technology plan must include a detailed list of all products and services that will be listed on the FCC Form 470.

WHO SHOULD SUBMIT TECHNOLOGY PLAN ADDENDA
Schools/Districts whose approved 2009-2012 technology plan did not include the following:

New products or services reported in the Funding Year 2010 Eligible Service List.

New schools constructed or renovated that are not listed in the 2009-2012 approved technology plan.

Non-instructional facilities not listed on the approved 2009-2012 technology plan for which the school/district is seeking products or services (i.e. administration buildings, bus barns and cafeterias).

TRAINING
A Compressed Interactive Video (CIV) conference will be held on Friday, September 11, 2009 on how to use the online tech plan addenda system.

Check the Funding Year 2010 Eligibility Service List for products and services that may be eligible to receive discounts under the SLD’s support mechanism. The Eligibility Service List is available at the USAC website: http://www.usac.org/sl/tools/latest-news.aspx

ADDENDA SUBMISSION DEADLINE
The 2010 addenda web-based site will be closed to all schools/districts at midnight on Friday, December 11, 2009.
