On Monday September 14, 2009, the Arkansas State Board of Education approved revisions to the Rules Governing Highly Qualified Teachers (HQT). One of the primary changes in the Rules is the production of a Multi-Subject AR-HOUSSE (MS-HOUSSE) document which is to be used by teachers in Special Education and A.L.E. environments at the Secondary level. The previous MS-HOUSSE form is only appropriate for Middle Childhood grades. Any current teacher who used the previous MS-HOUSSE form, and is teaching more than one subject in Secondary grades in a Special Education or A.L.E environment must re-establish personal HQT designation, using the new “Secondary” MS-HOUSSE form. The designations are to be taken into account and reported as such in the October 2009 Cycle 2 report.
