The Arkansas Department of Education (ADE) is offering a late summer instructional cohort for the 2010 Non-Traditional Licensure Program (NTLP). Information about the NTLP may be found at www.teacharkansas.org. This late summer cohort is offered predominantly to meet school districts’ needs in those critical academic shortage areas established by the Arkansas State Board of Education. Initial instructional modules for this cohort are to be held in Little Rock during the weeks of July 19-23, July 26-30, and August 2-6, 2010.

Due to program capacity, this cohort is limited to 40 candidates on a priority-driven first-come, first-served basis. Candidates must have been offered a teaching position in an Arkansas public school district in one of the secondary content areas. Middle-childhood and early-childhood teacher candidates will be reviewed and accepted into this cohort on a case-by-case basis.

Eligible candidates must:
a) Submit an NTLP application. An application is provided as an attachment to this memo. Applications are also available at the Office of Teacher Quality or by e-mail or phone request. Applications are to be submitted with all other documentation.
b) Submit original transcripts from all universities attended, documenting a bachelor’s degree or higher (with an cumulative Grade Point Average (GPA) of 2.5 or higher, or at least 2.75 in the last 60 hours of coursework attempted.
c) Submit original passing score reports for the Praxis I exam; or the Graduate Record Exam if the candidate has a Master’s Degree. For the Praxis I exam, it is recommended that the Praxis I: Pre Professional Skills Test (PPST) for reading, writing and math be taken immediately at one of the approved computer testing sites since this assessment is available on demand.
d) Submit original passing score reports for the Praxis II test(s) in the licensure content area. Candidates must contact Educational Testing Services (ETS) at 1-800-772-9476 to register for the September 18, 2010, testing date. All tests must be completed no later than September 18, 2010. Candidates may register for the Praxis exams on-line at www.ets.org/praxis/prxar.html.
e) Complete a state required criminal background check with the Arkansas State Police for both the State Police and Federal Bureau of Investigation clearance and the notarized DHS Central Registry background check. Submit copies of all forms with the application documentation.
f) Submit the $1,200 annual program fee by money order or cashier’s check (or a check on a school district account) payable to ADE-NTLP. Personal checks are not acceptable.
g) Submit an Employment Eligibility Form (available from NTLP) completed by the appropriate school administrator from the hiring school district.

Dates of instructional modules are July 19-23, July 26-30, and August 2-6, 2010. The site location is First Assembly of God Church, 4501 Burrow Drive, North Little Rock 72116. Instructional modules are held 8 a.m. to 4 p.m. daily. Attendance is mandatory for all instructional modules.

Subsequent instruction for program completion runs September, 2010, through May, 2012.
a) All participants who successfully complete the July-August instructional modules shall subsequently attend the regional site closest to their home address for completion of the program. This includes seven monthly Saturday modules in 2010-11, three weeks in the summer of 2011, and seven Saturdays during the 2011-12 school year.
b) Regional site locations are:
Van Buren School District, Van Buren
Southeast Arkansas Educational Cooperative, Monticello
Little Rock, Pulaski Tech Campus located on I-30
Hot Springs School District, Hot Springs
Northwest Arkansas Community College, Bentonville
Great Rivers Educational Cooperative, Helena
Nettleton School District, Jonesboro

The ADE is providing this opportunity to help meet the needs of school districts having difficulty filling secondary teaching positions in shortage areas.

School districts should be aware that the NTLP currently has teachers on hold who are still seeking teaching positions. The Teacher Recruitment Office and NTLP are available to offer assistance for school districts to reach these teachers as necessary.
