The Arkansas Department of Education (ADE), Special Education Unit, and the Department of Human Services, Division of Medical Services through Children's Medical Services (CMS), are jointly conducting five (5) regional workshops during the week of April 26 - 30, 1999, for School-based Medicaid Providers involved in the Prior Authorization (PA) process for children ages 3-21 receiving special education and related services under an Individualized Education Program (IEP). This training will introduce a uniform system for obtaining primary care physician (PCP) referrals and prescriptions, and a new approach to the process of obtaining prior authorization based upon information contained in a student's IEP and other special education due process documents. Marcia Harding of the ADE and Iris Yeldell of CMS will conduct the training.

The target audience for this training includes those individuals responsible for obtaining PCP referrals and prescriptions for Medicaid billable services listed in the child's IEP; persons completing and submitting prior authorization (PA) requests to CMS for approval; persons responsible for billing Medicaid for school-based services; and those individuals from CMS who are responsible for reviewing and approving prior authorization requests. It is essential that LEA Special Education Supervisors, Early Childhood-Special Education Coordinators, and CMS field nurses attend this training and bring other individuals with them who assist in these Medicaid processes.

This workshop will be conducted at five (5) sites throughout the State. Please attempt to attend the training at the site located nearest you. Pre-registration is not required to attend the workshop. Each workshop is scheduled to begin at 9:00 a.m. and conclude at 3:00 p.m. daily. Lunch is on your own. Parking is either adjacent to or nearby each site. Please open the attachment below for the dates and corresponding locations for the workshops.

There is an attachment to this memorandum showing the location of the School-based Medicaid Workshops.
