Legislation enacted by Act 1499 increases the minimum base salary requirements for teachers. Effective for FY 1999-00, districts are required to have teacher salary schedules that include experience levels of at least 15 years. Salary schedules must provide experience increments at a minimum of $400. The increments may be phased in through FY 2005-06. The $400 increment requirement does not apply to districts whose minimum base salary for a bachelor's degree and no experience exceeds $21, 860 and whose average salary for certified personnel exceeds the state average salary for certified personnel for the previous year.

Effective for FY 2000-01 and thereafter, the minimum salary for teachers with no experience and a bachelor's degree or a master's degree will be $21,860 and $25,139, respectively. The minimum salary requirements are for contracts for the required number of days specified by the Standards for Accreditation. As of FY 2001-02, the minimum salary requirements at each experience level for a bachelor's or master's degree are as follows:

Districts that cannot meet the minimum salary requirements specified may apply for a waiver for up to three years. Districts requesting waivers from the minimum salary requirements will be automatically classified as being in fiscal distress.
