The Stewart B. McKinney Homeless Assistance Act, Title VII, Subtitle B of the Improving America's Schools Act as amended October 20, 1994, provides funds for direct services to ensure the success of homeless students in school. A total of $28 million has been designated for state grants during the 1999 federal fiscal year.

Arkansas' allocation is $289,717, of which $239,717 will be awarded to local education agencies (LEAs) through competitive grants based on need. The maximum amount to be awarded will be $300 per pupil or $25,000, whichever is less. Grant awards will be made for a three (3) year period with annual continuation revisions required.

A Request for Proposal (RFP) and the grant application are attached for your convenience, along with a copy of P.L. 103-382, 1994, as amended. Those LEA's who wish to compete for funds must return the completed grant application and two copies to the Early Childhood and Reading Unit Even, Start/Homless Office at the Arkansas Department of Education by
September 30, 1999. Faxed copies will not be accepted. Incomplete grants will not be considered. If selected, funding may be retroactive to
October 1, 1999.
