The purpose of this memorandum is to provide assistance to you and your school district in the identification of those students to be coded in Column C ("Student Mobility Status") for the Stanford Achievement Test, Ninth Edition, (Stanford 9).
For a student to be designated as highly mobile for purposes of the Stanford Nine Achievement Test, any of the following conditions can exist:
1. The student enrolled in your school DISTRICT after October 1, 1998. A student that moved from one school to another within the district does NOT qualify as highly mobile unless his initial DISTRICT enrollment was after October 1.
2. The student enrolled in your district before October 1, 1998 but was dropped from membership for a period of time after October 1.
For example: A student who had been enrolled before October 1, 1998 left your district in December, 1998 and returned in March, 1999.
NOTE: The following are examples of students who are NOT highly mobile:
1. A student enrolled in the district on or before October 1, 1998 but does not enroll for the first time in the 1999-2000 year until the day after Labor Day.
2. A student enrolled in the district on or before October 1, 1998 and was assigned to alternative school or in-house suspension for a period of time.
