The following Rules and Regulations were adopted by the State of Arkansas on September 13, 1999. Rules and Regulations Governing Audit Requirements for School Districts.
Regulatory Authority: Arkansas Code Annotated 6-11-105 (Repl. 1993)

These rules and regulations were amended to comply with Act 1563 of 1999. There are two new requirements pertaining to these rules and regulations, they are:
(1) Private certified public accountants are required to file school district audits within eighteen months (18) of the end of the fiscal year.
(2) If an audit conducted by a private certified public accountant is not filed with eighteen months (18) of the end of the fiscal year, the school district shall automatically be in Fiscal Distress.


Rules and Regulations Governing School District Filing Requirements of Personnel Policies.
Regulatory Authority: Arkansas Code Annotated 6-11-105 and 6-20-303

These rules and regulations were amended to comply with Act 391 of 1999. The amendment changed the date. School district must file their personnel policies and salary schedules with the Department of Education no later than September 15, of each year.


Rules and Regulations Governing the Distribution of Growth Facilities Funding.
Regulatory Authority: Arkansas Code Annotated 6-11-105(c).

These rules and regulations were amended to comply with Act 1549 of 1999. The amendment provided that:
(1) Funding has been limited to no more that $1,500. Per ADM.
(2) This category of funding within the Public School Fund will be phased out at the end of the 1999-2000 biennium.
(3) Carry forward balances or new funds distributed under this rule and regulation may be used for the same purposes as General Facilities Funding.
