Director's Memo DIR-00-016 provided examples for districts to use in reporting Average Daily Membership (ADM) for students with less than 1.0 FTE (Full Time Equivalency). Its purpose was to provide a funding mechanism for certain students, such as home schoolers or those from private schools, who might only attend classes for a partial day. It was not intended to reduce funding for students in Grades 9-12 who already qualify for full-time funding even though not attending school the entire day.
Existing Rules and Regulations allow a student to count as full time (1.0 FTE) if the following conditions are met:
Student is in Grades 9-11 and is taking four high school courses that count toward high school graduation.
Student is in Grade 12 and is taking three high school courses that count toward high school graduation.
These Rules and Regulations were not changed by DIR-00-016.
