The attached form for a Request for Waiver of Academic Standards for Senior High Eligibility in Competitive Interscholastic Activities must be submitted to the Arkansas Department of Education (ADE) if a school district plans to establish a Supplemental Instruction Program for eligibility purposes. This form shall be used when requesting a waiver from state standards for senior high eligibility for student participation in competitive interscholastic activities.

The waiver request form must be accompanied by a school district plan for supplemental instruction in order for the request to be considered. The required Supplemental Instruction Program Plan must follow the format also attached to this memorandum. Each program plan submitted will be reviewed by ADE staff and approved or disapproved based on the requirements for the program, as stated in the State Board of Education's Rules and Regulations Establishing the Academic Standards for Student Participation in Competitive Interscholastic Activities. Districts will be notified in writing of the status of their request.

The required Supplemental Instruction Program must occur outside of the regular school day. However, any school district which would like to submit an alternate proposal for providing the Supplemental Instruction Program during the school day may request a waiver from the State Board of Education for this requirement. Such waiver requests will be considered on a school-by-school basis.

The waiver request forms and plans must be received on or before August 15, 2000, for the program to be available to students for the first semester senior high eligibility this school year. Incomplete forms or plans will automatically be disapproved. The next opportunity to request this waiver will be December 15, 2000.

SCHOOLS THAT HAVE ALREADY BEEN APPROVED FOR THE SUPPLEMENTAL INSTRUCTION PROGRAM DO NOT HAVE TO RE-SUBMIT A WAIVER FORM FOR APPROVAL.
