The Department of Education receives an annual appropriation that includes funds to support the employment of LEA Special Education Supervisors. The intent of the appropriation is that every school district in the State shall have access to the services of a qualified and licensed Special Education professional.

Attached is the FY 2003 application for districts to obtain funds in support of LEA Special Education Supervisor salaries. The funding rate is up to $32,750 annually for the salary portion of one (1) full-time equivalent (FTE). Three types of administrative arrangements are available to accommodate funding for the Special Education Supervisor program:

A. Single district arrangements for districts with an Average Daily Membership (ADM) of between 1,800 (.5 FTE) to 4,000 (1.0 FTE);

B. Lead District Consortium arrangements of two (2) or more districts with a combined ADM of between 1,800 (.5 FTE) to 4,000 (1.0 FTE) and which were approved and operational in the 2001-2002 school year; and

C. Education Service Cooperative arrangements for the administration of shared LEA Special Education Supervisors for districts within the Education Service Cooperative boundaries.

Districts and Co-ops may use state funds or federal Title VI-B pass-through funds to cover costs that exceed the maximum $32,750 funding level. Applicants should note the following:

1. Requests for funding additional supervisors beyond those presently approved will be considered if the request meets the program funding criteria.

2. If single districts, co-ops, or lead districts utilize a previously approved full-time supervisory position (1.0 FTE) for two half-time supervisors ( .5 FTE), the funding level will remain the same. In no case will requests for less than a single .5 FTE be considered.
