In response to numerous requests from local school districts, budgets have been developed for No Child Left Behind (NCLB) programs under Title II-A, Title II-D, Title III, Title IV-A, Title V, and Title VI. The budgets were developed in cooperation with local school district bookkeepers. These budgets are being added to the 2003-2004 ACSIP plan. The budgets use budget function codes and objects outlined in the Arkansas School and Educational Service Cooperative Financial Accounting Manual.

The budget forms are being developed by Cimarron for the 2003-2004 school year and are not yet available. However, to assist districts in preparing their ACSIP budgets and to plan for the 2003-2004 school year, ADE is providing draft copies of the budgets.

The Title I budget has been amended to include Budget Function Code 2170 Parent Involvement. This is a new budget function code that will be added to the Financial Accounting Manual for 2003-2004. This new budget function code appears on all NCLB ACSIP budgets for parent involvement activities. Districts should not use budget function code 2210 Improvement of Instruction as was done in the past.

All NCLB Title program budgets will be based on the same fiscal year as the state/local budgets—July 1 to June 30. An annual financial report for each Title’s budget will be required. Any 2003 funds remaining may be carried over into 2003-2004 and rebudgeted in the ACSIP plan.
