In an effort to provide initial planning information for districts to develop their 2003-2004 Title I application, the Department is providing PRELIMINARY 2003-2004 Title I Allotments. This will allow districts to submit and be approved in order to generate Title I funds in a timely manner.
The attached printout contains the PRELIMINARY 2003-2004 Title I Allotments. The preliminary allotments have been made using the most accurate information available from the U. S. Department of Education concerning Title I of the Elementary and Secondary Education Act of 1965 as amended by No Child Left Behind Act of 2001.
The preliminary allotments are based on the 1999 U. S. Census estimates of the number of related children ages 5-17 in families in poverty, the total school-age population, and the total resident population for each LEA. These allotments factor in final State per-pupil expenditure data from SY 2000-2001 and data on the number of children in locally operated neglected or delinquent institutions, and foster homes. The foster home and neglected or delinquent institution data from the 2002-2003 Title I formula was used in the preliminary allotments.
PLEASE NOTE THE ALLOTMENTS PROVIDED ON THIS PRINTOUT ARE ESTIMATES AND ARE TO BE USED TO DEVELOP THE INITIAL TITLE I 2003-04 APPLICATION IN ACSIP. THESE AMOUNTS WILL CHANGE WHEN THE FINAL ALLOTMENTS ARE MADE BY THE U. S. DEPARTMENT OF EDUCATION. THESE CHANGES WILL RESULT IN AN INCREASE OR A DECREASE FROM THE PRELIMINARY ALLOTMENT. AT THIS TIME, THE DEPARTMENT EXPECTS TO RECEIVE THE FINAL ALLOTMENTS IN JULY, 2003.
When the final allotment amounts are determined, school districts will be required to resubmit the ASCIP plan including the Title I budget to reflect the actual allotment.
