This document constitutes official notice of the 2004 Title I, Part A total allotment available for use in the 2003-2004 school year under provisions of Title I of the Elementary and Secondary Education Act of 1965, as amended by No Child Left Behind Act of 2001. Note that these allotments differ from the preliminary allotments published in Director’s Communication SI-03-075 dated June 6, 2003. Some school districts have had allotments increased, and others have had allotments decreased. Any differences are a result of the inclusion of current foster home and neglected/delinquent child counts and the application of the hold harmless provision.

No Child Left Behind Act provides that a school district not meeting either statutory eligibility for Concentration Grants is guaranteed a hold harmless amount for four consecutive years. Therefore, a school district that was last eligible for a Concentration Grant in SY 1998-99 but was not eligible in SY 2000-2001, SY 2001-2002, SY 2002-2003, and SY 2003-2004 will receive a hold-harmless Concentration Grant in SY 2003-2004. A school district which fails to meet the Concentration Grant eligibility thresholds next year (SY 2004-2005), will no longer be eligible for the hold-harmless guarantee. Several school districts in Arkansas did not qualify for Concentration Grants and received the hold harmless amount.

No individual Notice of Funds Allotment will be provided. All allocations are listed on this Communication. The column headed “Final State Determined Part A 2003-2004 Allocation” lists the funds available for each district. Retain a copy of this Communication and the attachment on file for the auditor to review.

The Title I allocation for 2003-2004 could be reduced if a district has Title I low-income eligibles enrolled in a charter school which is an LEA when the official count is taken on October 1.

The local institution and state agency Part D Allotments follow the Part A allotments. The school district and name of the institution are listed in the second column. The next section lists the Department of Corrections and Alexander Youth Services Center allotments.

The Neglected Institution Allotments notice follows and indicates which school districts receive a portion of the Part A allotment for a local institution for neglected children. These funds are to be used to provide Title I services to children residing in these institutions. Keep a record of services provided and funds expended. This list indicates which institution is located in the school district, the number of neglected eligibles, and the amount of money these eligibles generated. The funds generated by the neglected eligibles have already been included in the total Title I allotment for the district.
