Attached are the procedures and the application for requesting an exemption from Act 1738 of 2003, An Act to Prohibit Local School Boards of Education from Entering Into Contracts, Except Under Certain Conditions, Until July 1, 2004; And For Other Purposes. Act 1738 of 2003 will be effective July 16, 2003 and will remain in effect until July 1, 2004. To request an exemption from Act 1738, complete the attached forms and submit to the Arkansas Department of Education, Loans and Bonds Unit, # 4 Capitol Mall, Room 105C, Little Rock, Arkansas 72201.
