All 308 Local Education Agencies (LEAs) are in compliance with H.R. 1, Public Law 107-110, No Child Left Behind Act (NCLB) – 2001,Title X, Part C – Homeless Education, Subtitle B of Title VII of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11431 et seq.), by the designation of the appropriate staff person as the LEA Homeless Education Liaison to the Arkansas Department of Education (ADE) through the use of the Statewide Information System (SIS) - Arkansas Public School Computer Network (APSCN) in the "Cycle 2 Report" of the "District Record". Each of the designated LEA Homeless Education Liaisons have attended one of the regional trainings to obtain legal information and documents as well as receiving special packets of information for the superintendent and each building principal in their school district.

According to the McKinney-Vento Homeless Assistance Act, Section 722(g)(6)(A), Arkansas shall ensure that each of the 308 LEA Homeless Education Liaison will perform duties described in the McKinney-Vento Act including the identification of homeless children and youth by school personnel and through coordination activities with other entities and agencies.

In order to collect the most accurate student data for children and youth in homeless situations during Cycle 6 Report due April 15, the LEA Homeless Education Liaisons are required to review the Federal Descriptors of Homeless Students with the contact person(s) at each school site to ensure the proper identification of the students. Since the Arkansas Public School Computer Network (APSCN) is the official source of collecting student data without requiring additional paper work, the person(s) responsible for entering student data shall be informed of the identified students in homeless situations. The APSCN data entry person shall update the information for the homeless children and youth in Pentamation under the Student Data Section, Screen 102.
