On May 9, 2005, the State Board of Education adopted the attached revisions to the Rules governing “Highly Qualified” teachers. Attached to this memo you will find:
a) A copy of the amended Rules
b) A copy of the revised forms teachers will use to establish HQT status,
c) The list of courses for which a teacher must be Highly Qualified to teach,
d) Frequently asked Questions & Answers (FAQ&A) about the Rules and the processes regarding Highly Qualified Teachers in Arkansas, and
e) A draft of the proposed AR Multi-Subject HOUSSE survey being developed to establish the Highly Qualified status for teachers of multiple subjects i.e. teachers of special populations or in special learning environments. This would include those teachers teaching multiple subjects in an Alternative Learning Environments, in Special Education Programs, or at Juvenile Detention / Residential Centers. This draft of the AR Multi-Subject HOUSSE survey is currently in public comment period and will be reviewed by the State Board of Education in August. More information will follow.
