This document should assist administrators and teachers of special education with some frequently asked questions. An important goal of this communication is to make a distinction between a Highly Qualified Teacher as described by the No Child Left Behind Act of 2001 and the Highly Qualified Special Educator as described by the Individuals with Disabilities Education Improvement Act of 2004.
