Arkansas Code Annotated 6-16-603 and 6-16-604 (Repl. 1993) mandates that a College Preparatory Enrichment Program (CPEP) be made available for eleventh and twelfth grade students scoring 18 or below on the American College Test (ACT). The enclosed forms are for public educational institutions and education service cooperatives desiring to be designated as service area sites for this program.
Funds for the 1999 summer remedial program will be distributed to school districts based on a poverty index calculated for the percentage of free/reduced meals. As soon as information is available, superintendents will be notified of the funding allocation for their district. When making plans for CPEP, we strongly encourage you to remain within your allocated amount. School districts, consortia, area education service cooperatives, or higher education institutions designated as service area sites, which exceed their allotment, will NOT be reimbursed.
School districts may operate independently, establish a consortium with a neighboring district(s), assign funds to the area education service cooperative, or higher education institution. All funds MUST be spent for the operation of CPEP.
1. IF YOU CHOOSE TO PARTICIPATE AS A SERVICE AREA SITE, all the attached forms must be completed and returned by April 9, 1999.
2. IF YOU CHOOSE NOT TO PARTICIPATE AS A SERVICE AREA SITE and opt to establish a consortium with a neighboring school district(s), assign funds to the area education service cooperative, or a higher education institution; ONLY the attached Intent to Participate form must be completed and returned by April 9, 1999.
3. CONSORTIA, EDUCATION SERVICE COOPERATIVES AND INSTITUTIONS OF HIGHER EDUCATION participating as service area site(s) will be required to complete the following forms:

Beginning dates for programs should be set no earlier than Monday, May 17, 1999, to allow time for training new personnel. A portfolio containing pictures and other pertinent information will be required of each service area site. This information should remain at the site in a central location for monitoring purposes.
A project ACT for CPEP participants has been schedule for Saturday, July 17, 1999. ALL students completing CPEP must take the project test. To date, no Arkansas college has refused to accept scores from these project tests, although NCAA athletes need to take the National October ACT.
The attached CPEP Confirmation and Intent to Participate forms must be completed and received in the Student Assessment office on or before April 9, 1999. Paper copies of the attachments will be forthcoming in mass mail.
