The State Board of Education at the June 9, 2003 regular meeting voted to send out for public comment three proposed new rules and regulations to implement the Omnibus Quality Education Act and a proposed new rule and regulation to implement the Public School Choice Act 1272 of 2003. Five current rules and regulations related to these issues are proposed to be repealed.

On June 26, 2003, from 10:00 a.m. until 12:00 p.m., the Arkansas Department of Education will be conducting a video conference by Distance Learning to explain the Omnibus Quality Education Act proposed rules and regulations and the Public School Choice Act 1272 of 2003. The following locations have registered to participate in the video conference:

Copies of the Proposed Rules and Regulations Governing the Arkansas Comprehensive Testing, Assessment, and Accountability Program (ACTAAP) and the Academic Distress Program; the Proposed Rules and Regulations Governing Standards of Accreditation of Arkansas Public Schools; the Proposed Rules and Regulations Identifying and Governing the Arkansas Fiscal Assessment and Accountability Program; and the Proposed Rules and Regulations to Require All Public Schools to Participate in Public School Choice are attached, or they can be downloaded from the ADE website at http://www.arkedu.state.ar.us. In addition the five rules and regulations recommended to be repealed are attached.

Public hearings on the four proposed rules and regulations will be held at several locations across the state on July 10 and July 11, 2003. The schedule of hearings is listed below:
